CBDT Notification 137/2026 introduces Rule 281A and Form 173A. The rules commenced on publication in the Official Gazette on 19 October 2026. The form supplies information for eligible exemption claims on interest and capital gains from government securities under entries 13D and 13E of Schedule IV to the Income-tax Act, 2025. These entries concern eligible foreign institutional investors and the Bank for International Settlements, respectively.

Part A asks for identification, residency, contact and tax-year details. The form makes the foreign tax identification number and SEBI registration number optional for the Bank for International Settlements. Part B calls for security-level information such as ISIN, instrument type and tenor, opening and closing values, purchases, sale consideration, gross interest received or accrued, and capital gains. The form also includes a declaration for the principal officer.

For an eligible claim, reconcile the form to holdings and transaction records for the tax year and review the declaration before submission. Check the applicable Schedule IV conditions and current filing instructions. Form 173A is the reporting requirement for these specified exemptions.
